Merseyside Jobs and Growth Fund
Regional Growth Fund (RGF)
Merseyside Special Investment Fund (MSIF) is now accepting expressions of interest for its new High Growth Business Investment Programme funded by the Regional Growth Fund Round 6 Programme (RGF).
MSIF has been appointed to manage a £5m share of the RGF pot to allow it to invest £75k to £1m by way of grants.
Finance can be used for businesses wanting to expand or relocate in the Liverpool City Region and create or preserve jobs in the area. This can include capital to fund new premises and extension or upgrade of premises as well as investment for new equipment. Additional related expenditure on training, research and development, and employing disabled or disadvantaged workers can also be included.
This funding will support businesses with larger expansion projects and complements the Merseyside Jobs and Growth Fund being managed by St Helens Chamber which will provide grants of up to £75k for smaller developments.
Spend must not have already been incurred on the project prior to application. The grant can contribute 20% of the total cost of a project however we can look at providing additional investment via MSIF’s other loan funds, to fund part, or all, of the overall finance package required.
Application Process: An expression of interest should be submitted initially, and if approved, a full application form submitted along with a business plan detailing the expected new / preserved jobs, sources and uses of funding, location of the project, and a project delivery plan. Last 3 years accounts and 2 years financial forecasts (P&L and cashflows) should accompany the plan. Expression of Interest Forms can be downloaded from the application forms section of our website. For grants of £75k or less contact St Helens Chamber at www.sthelenschamber.com/mrgf
St Helens Chamber has been awarded a total of £6m which is to be used to set up the Merseyside Jobs and Growth Fund. It is anticipated that the programme will be launched in early July 2015 and will provide grant funding for businesses planning to expand or invest in Liverpool City Region, creating new jobs for local people.
Funded through the Government’s Regional Growth Fund, grants of up to £75,000 will be available to provide investment for growth when conventional finance is not available elsewhere.
Grants will be available for a range of projects that will create new employment opportunities, such as purchasing new premises, expanding current premises, or capital expenditure on plant and machinery.
If you are planning a capital expenditure project that is expected to start later this year and will be completed by early 2017 you may be eligible for a grant of up to 20% towards the eligible costs.
The grant is designed to unlock private sector investment. The remaining funds must come from another private source such as company or bank finance. All projects must result in business growth and create sustainable jobs as a result of investment.

Funding Circle is an online marketplace which can help businesses access fast and simple finance, whilst investors have the potential to earn better returns by lending to them. Funding Circle directly connects people and organisations who want to lend, with vetted, established businesses who want to borrow.
Businesses submit an application which is then reviewed by a team of underwriters. Once approved, businesses post their loan request on the Funding Circle marketplace and each one is funded via an auction process. Investors choose which businesses they’ll lend to and place bids of the amount of money they wish to lend, and the interest rate they want to earn. Investors bid small amounts on hundreds of different businesses to spread their risk.
Sefton Council has invested in Funding Circle to provide funding for credit worthy businesses located in Sefton. Further details can be found at www.fundingcircle.com
